Mr. Kato J. Lutaaya

Biography

Mr. Kato J. Lutaaya serves as the Project Manager for Lugazi Industrial Park (LIPA) and its management company. With a background in project coordination and infrastructure development, Mr. Lutaaya oversees the end-to-end planning, execution, and delivery of the park’s strategic projects.

He is responsible for ensuring timely implementation of site infrastructure—such as road networks, utility services (power, water, sewage), and investor onboarding logistics. Mr. Lutaaya plays a key role in operational planning and tenant coordination, helping transform LIPA into a fully serviced and investor-ready industrial ecosystem.

His leadership extends to managing stakeholder engagements with government agencies, private sector actors, and international investors. His efforts have helped position LIPA as one of Uganda’s most promising SME-focused industrial developments, supporting inclusive job creation, logistics modernization, and value-added manufacturing.

Mr. Lutaaya also actively participates in community dialogue, ensuring that the park’s development remains socially inclusive and environmentally responsible.
